:The innovation of tawaqquf on a sunni

The innovation of Tawaqquf [withholding and refraining] in the issue of tabdee’ is as follows: whoever is confirmed to follow the Sunnah, extol the Salaf and take from their Usool yet in an issue from the Usool has a contrary view, you find those who refrain and withhold from confirming that he is still a Sunni. This is before Iqaamat ul-Hujjah [establishing the proofs] has even been applied, and he is thus treated as Ahl ul-Bida’. The matter gets even more worse when the issue in which he has a contrary view is one wherein there can be difference of opinion due to the issue being one of Ijtihaad. This bida’ of Tawaqquf opposes some Usool [foundational principles]:
One: the Asl [foundational basis] with a Sunni-Salafi is that he is from Ahl us-Sunnah and this basis is not removed except with certainty. As whatever is affirmed with certainty is not removed except with certainty, and certainty is not reached except after Iqaamat ul-Hujjah [establishing the proofs] and Izaalat ush-Shubhah [removal of the doubt].

Two: the asl [foundational basis] is that he is from Ahl us-Sunnah, yet it is apparent that he is not from Ahl us-Sunnah. If a certain principle conflicts with an apparent principle, the certain principle is given precedence over the apparent.

Three: the motive for this innovation [of Tawaqquf] is a deficiency in understanding Sunnah and bida’, and a lack of applying Divinely Legislated descriptions onto specific people. this is along with what accompanies this, like oppression and desire.

Four: resembling the Takfeerees who have Tawaqquf regarding whether a person is a Muslim or not “until his condition becomes clear” to them. Indeed, it is resembling the Khawaarij about whom a stern threat has arrived, and to resemble them is haraam.

Five: opposing the Manhaj of the Salaf in dealing with those from Ahl us-Sunnah who have oppositional views [in an issue], as I explained in my book Tabseer ul-Khalaf bi Daabit al-Usool alatee Man Khaalafahaa Kharaj ’an Manhaj us-Salaf [Enlightening of the successor to the foundational principles which if opposed renders a person outside of the S¬alafi Manhaj].

Six: the invalid necessarily-binding implications which this view necessitates, such as:
– leading to worse evils than that of the Tawaqquf itself like: treating him [the Sunni-Salafi] with the treatment of Ahl ul-Bida’, and thereby helping Shayaateen against them, as the person may then seek the protection of Ahl ul-Bida’
– leading to the establishment of Ahl ul-Bida’ and their da’wah to baatil, as if the Sunni leaves his position then others from Ahl ul-Bida’ will occupy that place. Also Ahl ul-Bida’ will have free reign as they will be safe from any refutations from Ahl us-Sunnah due to them being preoccupied with each other. This is a major harm which is caused from any assumed benefit, if there even is any ‘benefit’ [in Tawqquf] anyway.
– Ahl us-Sunnah are Ghurabaa’ [Strangers] and a few in number, and will increase in strangeness when Ahl us-Sunnah start having Tawaqquf with each other. This opposes what is obligatory with them according to the Divine Legislation. As what is obligatory is to help them with Divine Legislated help not betray them, especially when Ahl ul-Bida’ are strong and Ahl us-Sunnah weak.
– The division and separation of Ahl us-Sunnah, this opposes what is acknowledged in the Divinely Legislated texts in regards to da’wah to unity upon the truth. It also opposes that the Sunnah is associated with agreement while bida’ is associated with division and separation.

This newly invented innovation of Tawaqquf has to be cautioned against due to its opposition the Manhaj of the Salaf. There is nothing except either a Sunni or a Mubtadi’ as Ahl us-Sunnah do not have anything which affirms a position between two positions. The Sunni has his regulations and the Mubtadi’ has his regulations, who has their Sunniyyah confirmed has to have the regulations of Ahl us-Sunnah applied to him, and whoever has his innovation affirmed has to have the regulations of Ahl ul-Bida’ applied to him, along with acknowledgment of the regulations for issuing rulings on specific individuals.
